County figures are rounded to three decimal places before ranking, thresholds and the typical-county midpoint. With 254 counties the typical county is the mean of the two middle rounded values.
The Texas figure (0.477) is the Census estimate for the state (for=state:48), not an average of the 254 county indexes.
This page is the Gini index of income inequality (table B19083). It is not median household income and not an income-bracket distribution.
